S. J. Peng'elley' on the above^enbjeot, you state

those who are agtsrieved can -lay their trouble before
the Commissioner of Public Worlm.' I would therefore
ask, do you not think it would have been fairer, and
certainly more just, had you given the latter part of
this reply in the first instance, to 'Argus ' instead of
publishing his anonymous letter containing grave re
flections against Government officials whose very
position prevents their replying 1
A man with the slightest spark -of manliness would
have signed his real same— not try and stab in the .
dark ; and to me it' seems incomprehensible that a
respectable journal should publish a letter of the kind
without first enquiring into the troth of the matter or
else insisting upon the writetfe real name being
appended. Of course this would not have suited
' Argus,' as his motives for such a cowardly and
false attack on the Government, officials would then be
only too well known. . '
I should also like to know why » paragraph in my
letter to you of 20th nit. was omitted without ex
planation? I do not wish to quertion jour right, but
simply desire the reason. 4
One cannot help thinking: thatln your hostility to
the present Ministry ybu are onlytoo ready to use as
a handle anything that may appear to reflect on them,
even though it be indirectly through the working of
