IMPERIAL .FEDERATION - DEPUTA
TION TO MR. GLADSTONE.
LONDON, 13th April.
The deputation from the Imperial Federa
tion League, -which it was arranged should
see Mr. Gladstone after Easter, to place be
fore him the views of the league as to the
beat means to be employed to biing about
Imperial federation, waited upon that gentle
man yesterday, and fully explained their ob
jects'and opinions. Mr. Gladstone, in re
plying, said ho did not think -that the object
in vioiv would bo furthered by calling a con
ference of colonial representatives unless a
practical scheme for the formation of a Coun
cil of Imperial Defence wore in readiness to
be submitted to it. With respect to the
tariff" question, the Premier said th>t the
Government could not see its way clear to
support any proposal for preferential tariffs
in favor of the colonies as against foreign
nations.
THE BELGIUM LABOR TROUBLES.
LONDON, 14th April.
In consequence of the rejection of the
Universal Suffrage Bill by the Chamber of
Representatives of Belgium, the labor party
has ordered an extensive, but not general,
strike. In the M<ms district 15,000 miners
have left work. At the town of Verviers,
noted for the manufacture of woollen cloth
and yarn, Go factories are closed, the em
ployes having struck work. Tho situation i.t
Brussels has become most serious. A band
of not fewer than 5.000 men armed with
missiles are parading the streets of tho city,
committing serious excesses, smashing win
flows. The police charged the mob several
times, and numerous arrests have been
effected.
THE HOME RULE BILL.
London, 14-h April.
The debate on the motion for the second
reading of the Homo llulu Bill was resumed
in the House of Commons yesterday, when
Mr. John Redmond, the member for the
Waterford City, in the course of his speech,
declared that- the Bill was not final, but only
alternative/ Home Rule meant di'sfrancbiae
mpnt of Ireland aiid Government military
despotism.

The "Daily Chronicle' publishes a tele
gram from its St. Petersburg correspondent
stating that the Russian Government has
agreed to the appointment of a joint commis
sion to delimit the boundary of the Pamirs
territory.

England to-day show the proportion of re
serve to liabilities to be 47 per cent. The
total reserve, in notes and bullion amounts
to £16,614,000.
