GOVERNMENT NOTICE.
Colonial Secretary's Office, March 12, 1846.
The Lieutenant-Governor directs the publica-
don, for general information, of the following
Rules and Regulations, which he has approved of,
for the admission of Paupers into the several Hospitals
of the Colony.
By His Excellency's Command,
J. E. BICHENO.
1. Medical Officers in charge of Hospitals are
enjoined strictly to observe (except under the circumstances
pointed out in Rules No. 2 and 3 the
established regulation, which provides that no
Free Person, or Prisoner holding a Ticket-of-Leave
shall be admitted into any Convict Hos-
pital unless a respectable Householder sign the
prescribed Form of Obligation, that he will be
responsible for the sum of two shillings per diem,
to be paid while the Patient remains in Hospital!

man is produced of their being in a state of destitution
; but such cases must be immediately reported
to the Principal Medical Officer, in order
that he may be able to communicate on the subject
with the Comptroller-General.
3 For the admission of Free Paupers whose
Hospital Fees are paid by the Colonial Gove n
ment, the authority of the Lieutenant-Governor
is necessary; but, in cases of emergency, they
may be admitted on the certificate of the Police
Magistrate, who must apply for the required authority
and when received deliver the same to the
Surgeon of the Hospital, who will retain it as a
voucher for his accounts.
4. The Medical Officer will use every means
in his power to ascertain that the person signing
the Obligation is really a respectable Householder,
and the authenticity of the signature should be
attested by a witness.
5. No hired Pass-holder, or assigned Servant,
shall be received into any Convict Hospital unless
the Master sign the prescribed Form of Obligation
to pay one shilling per diem, for any period
not exceeding one month (provided the period of
contract does not previously expire) ; after which,
should the illness continue, they will remain in
Hospital free of all expense to the Master. 6
In the event of persons being brought to an
Hospital suffering from an accident, they are not
to he refused admission for the want of the pro-
scribed Form of Obligation ; but the Medical
Officer must, without delay, take the necessary
steps to procure the same and if it is not obtained
within three days, a special report on the
subject must be made to the Principal Medical
Officer.
7. Medical Officers will transmit with their
Monthly Accounts a certificate that they hold
Obligations for the Fees of all persons who have
been treated during the period who are liable to
pay the same and in the event of their having
admitted any of the afore-mentioned classes of
persons without these Obligations (except under
the circumstances pointed out in Rules 2 and 3
they will be held responsible for the total amount
of fees.
8. "The fees to be demanded at the periods when
they are due and in the event of non-payment
within fourteen days, the bills to be placed in the
hands of a Solicitor for collection.
9 No servant of any person in arrears for fees
to be admitted into Hospital until the sums due
are paid, or any Free person who has not paid
for his treatment on former occasions.
