An exhaustive examination by Judge
Wickersham shows that violation of pro
hibition laws comprises more than half
the total arrests in the United States,
said Mr. Hoover in transmitting the com
mission's report to Congress.
Mr. Hoover added that this finally cul
minated in a burden on the Federal
Courts of a character for which they are
ill-designed, and in many cases entirely
beyond their capacity. The result Is to
delay ordinary civil proceedings ana,
what is more important, to defeat both
justice and law enforcement.
PRESIDENT'S APPEAL
'Obey the 'dry' law, even if you oon't
like it,' was the substance of Mr. Hoov
er's message. He asked Congress fur leg
islation to improve prohibition enforce
ment, at the same time appealing to the
people to support the. law, despite their
disagreement with some of its principles.
