SITTING IN NEW YORK
PERSIAN ISSUE DELAYED
AMERICAN ACTION FORECAST

The leaders of the Seciiriry Council
oi' th-- I'nited Nations Organi-atioii
decided to limit to-day's meeting of the
Council in formalities, including ji mess
aire from President Truman, thereby
delaying the I'ersian issue urciil tomor
row. This agreement w;ts reached
after the American representative (Mr.
Byrnes 1 had ascertained that one day's
delay was agreeable to Mr. Gromyko
(Russia).
According to the American Asso
ciated Press the one sure move so fnv
seen by Tinted States Wiicials is that
the I'nited States will definitely insist
on a report from both Russia and Per
sia on whatever agreement has been
made between them. If it is approved,
an attempt will be made to back the
agreement with the full prestige of the
Council to ensure its enforcement.
Addressing the Council Mr. Byrnes
said: — 'This is a moment of great
importance in world history. With
this meeting the Security Council, as
required by the Charter, begins to
function continuously. For this pur
pose Council members are obligated te
be represented at all times. This is
essential if the Council is to function
to guard world peace at »U Unit's.'
Mr. Byrnes then read President Tru
man's statement welcoming members.
In it the President said: — 'The I'nited
States people not only wish you success
bni pledge their wholehearted coopera
tion to give the United Nations the
strength and ihe will to maintain i-eace
and freedom in rhis iuterdei-eiident
world.'
