RUSSIA'S MISSION ENDED.
AMERICA REMONSTRATES.
CONFLICTING OPINIONS.
London, September 1.
Russia has informed America orally
that the relief of the Legations ter
minates the Allies' mission in Peking;
No Russian representative would be
needed at the Chinese capital in the ab
sence of the Government, so Russia
has decided to recall her Minister, M.
de Giers, and also her troops. Rttssia
will appoint a Minister when a Chinese
Government desirous of negotiating
has been re-established.
America was also informed that Rus
sia did not intend to acquire territory.
The occupation of Newchwang had
been dictated by military reasons for
the security of the Russian borders.
The town would be evacuated when,
order was restored, providing the
action of the Powers raised no ob
stacles.
America replied that, in addition to
securing the relief of the Legations*
the Allies were pledged to the 'open
door' policy, to treaty rights, and to
the enforcement of reparation. While
awaiting the advent of stable aathj--
rity the occupation of Peking was de
sirable, because separate -withdrawals
foreshadowed separate methods of pro
tecting the respective interests of the
Powers. Unless a continuance of the
united occupation were agreed upon,
General Cbaffee, the American -3onx-
masder, would be instructed to ar
range for a concerted withdrawal.
France has completely acquiesced in
America's reply, but Germany is op
posed to the course of action suggested
by America.
