the cost of renting
and manning booths
in wards where coun-
cillors are-unopposed
but where boxes must
be available for the
mayoral congest. Still
Mr. Swaine has his
democratic rights and
is entitled to try.

hole. With the man-
hole replaced the
" wrong way round
the white line was
still broken.
