Gentlemen— In addressing yon as a Candidate for the
House of Assembly, I have to return you my thanks for
the kind manner in which I have been received on the
two occasions I have had the honour of meeting you,
and the patient attention with which you have listened
to tha expression of my opinions.
In appearing before you, far be It from mo to detract
from the well-known and tiled merit of the other Can
didates ; still if yon, as electors, think me worthy of tho
high honour of representing you, I will endeavour faith
fully to discharge my duty— not only to the Cis'.iitt of
Start, bat to tho colony with v.hich all our interests arc
identiSed.
Having publicly cxprcsscl my opinions, and hoping
yet again to kws the pleasure of meeting you, it would
bo occupying your attention too much to expect you to
read a long address; yet there are cue or two paints I
should like to be brought prominently before you.
Commencing with tho Real Property Act, I am de
cidedly in its favour, and will use. every effrt to render
it, not only as now— a good working miasurc— but also
one that may not be cavilled at by the mest astute con
veyancer here or elsewhere.
With respect to Direct or Indirect Taxation, I must
confess the measure is beset with go many difficulties
I hesitate to give a decided opinion upon it. My own
feeling?, as a commercial man, are in favour of .Uni
versal' Free Trade; and I think any tax or restriction
tendiDg to retard the development of our internal
resources injurious in tbo highest degree. This is a
question that I hope will engage the attention of the
Legislature tt the earliest opportunity.
I ara m favour of a Cessation of Immigration for thi
present, but am by no means satisfied ihat it may not be
necessary to resume it at a fu'.ure and I hope not dis
tant day, believing that the electors of all 'districts will
enly return such men as are capable of judging when
the time has arrived.
I have a great objection to a Candidate pledging him
eelf to any unalterable line of policy. Parliament is a
deliberative assembly, and if any man goes there pledged
to any one ocrae of action — no matter what argument
may be brought to bear on the subject— is far as he is
concerned he becomes a sullity.
Other questions have been freely ventilated before you,
and I can only add that if you thiiik mo worthy of being
your Representative, my lime, so far as lays in my
power, shall not be bj ared for the welfare of the com
munity.

Having resided in your district for the last twenty
years, and 1 hope not unfavourably known to you, there
is the lees necessity that I should appear mare promi
nently befoic yon; it is necessary, therefore, that I
should now give you my views on the several matters
that are likely ia engage attention in the forthcoming
session of Parliament.
I will advocate the borrowing of aa much money for
the construction of main lines of railway as the financial
condition of the colonj will allow, as well to open up
the country and facilitate the transport of product as to
End employment for a large number of deserving men,
who, from the failnro cf. tho crops and other causes, I
regr-t to say, aro seeking orcupation.
I am in favour of the cessation of immigration until
our present surplus labour is absorbed and there is a
neccsMtv for the intrtduction of more, because I consider
he money may te moro profitably cipendea in public
works.
I am in favour of freo distillation if It can be clearly
ihowu that it would be a public good.
I am inclined to support the retention of Customs
duties as a source of revenue, which I believe to bemore
easily collected and less burthensomo or objectionable
thin cither a land, income, dray, or poll tax.
1 will not advocate the payment of members ef Parlia
ment, recause I consider it would be likely to lead to
the introduction of men whose aim would rather be the
emolument of office th&n the public good.
I consider tho new law for the conveyance ol real pro
perty a gicat boon to the colony, and, if found necessary,
would be prepared to support its amendment, as well as
a reform in our, civil law, including the law of primo
geniture.
As one of those engaged in pastoral Dursnlts in this
colony I wish to' say that I have no oujeotion to an
quitable assessment ou stock, and am willing, when the
land I now hold is require J for agricultural purposes, to
retire, as I have done before, farther into the interior.
I have thus, I believe, in the above, given you my
views on all tho questions likely to arise, bat should
there be any point not alluded to on which any elector
or body of electors may desire my opinion I shall be
pleased to rcp'.y by letter to any queries that may be
addressed to me.
