Japanese Treaty; Red
Complaint Rejected
WASHINGTON, Sun.-The United States, in a
Note to Moscow published yesterday. rejected the
Russian complaint that the Japanese peace treaty was
a step towards aggression against Russia and
Communist China.
The American Note said:
"The terms embody not merely
the formality of peace but the
spirit of peace." The United
States renewed its invitation to
Moscow to join in the signing
of the treaty at the .50-nation
conference set for early in Sep
tember at San Francisco.
The Note charged Russia with
wanting to deny Japan the right
of individual or collective self
defence recognised as inherent
by the United Nations; also
with wanting to keep Japan out
of any collective security ar
rangements.
The Soviet proposal to turn
the treaty-making over to a
conference of the United States,
Russia, Britain and Communist
China was rejected again as a
return to the "veto-bound pro
cesses" which have blocked'
European - settlement. The
Note added that the terms of
the treaty "would recognise and
protect equally the legitimate
interests of each and every
State which took part in the
Japanese war."
