THE GERMAN WAY.
Ruling Nation and Serfs.
LONDON, Aug 9.-The first com
plete outline' of the German plan
for the administration of subjugated
Europe is presented in the June
issue of the semi-official "Zeitschrift
Fuer Politik" by Werner Best, head
of the Office for Law of the Gestapo.
The article says: "There will be
only 1 ruling people and its inter
ests alone will decide in which way
the continent is to be organised. In
this new Europe international. law
and constitutional law no longer
will apply. The Government of sub.
lect nations will be dependent on
the decision of the ruling nation."
Four different types of adminis
tration, explained by Best, range
from semi-independence to colonial
administration. But one principle Is
followed throughout in deciding
which type of administratiop is to
be applied. "That form of adminis
tration must be chosen," he states,
"which will be economical for the
people of the ruling nations." Com
plete annihilation of some nations
is described as natural. Their sur
vival even as slaves may be danger
ous.
"This historic experience," says
Best, "has proved that annihilation
and displacement of foreign nation
hood is not contrary to the laws of
life provided it is total. All people
who use slaves and serfs as a for
eign nation -die racial death by in
termingling with them. The ruling
nation can only exercise its leader
ship if it remains superior to and
independent of the peoples of the
whole area.
This explains why it Is necessary
to maintain an army as foreseen in
the S S charter to ensure that no
people is in a position to gain its
freedom from the complete subjuga
tion envisaged."
