Councillors Vardon, James,~2teid, ahearux,
Brooker, and Coombe, and the Town Uleik

Mayor of Kensington and Norwood, and it
waB agreed to endeavour to get the ' Govern
ment to allow the watar rate Collector to be
in attendance at some place in each Muni
cipal Town one day per week. The Town
Clerk said the Collector for the Hindmar3h
district had informed him that he intended
to hdopt thiB mode of collection. His Wor
ship was thanked for his efforts in the
matter.
Councillor Bbookbb called attention to the
btate of Miller-street off Fourth-atrest,
Brompton. Mr. Pretty, a resident near this
place, addressed the Council on this matter,
and said a gutter had been made, and water
stagnated therein had become a nuisance.
3e atked that a few loads of earth might be
placed there to enable the street to be
drained. Councillor Reid elicited that it
was a private road. Councillor Shbabing
said they took rates from residents in private
ways, and Bhonld give them attention. Coun
cillor Vabdox pointed out that they were
not allowed by the Act to take over these
narrow streets. Councillor Bboosse said it
might be legally wrong, but it was morally
right to do what was necessary for ratepayers
under such circumstances. Many had pur
chased land and built houses in ignorance of
the disabilities. After considerable discussion
it was decided not to undertake any respon
sibility in the matter.
Councillor Reid moved—' That the Town
Clerk write to the Conservator of Forests
offering on behalf of the Corporation to keep
the grass cat in the Reserves, Port road, pro
vided the Council have the control of the
Reserves, and that the depasturing of cattle,
be discontinued forthwith.' Carried.
Councillor Bbooseb referred to the
presence of the Mayor of Thebarton ('At.
McCarthy, J.P.), who was seated by the side
of His Worship, and said they all knew the
difficulty existing in the affairs of the Thebar
ton Corporation. He moved — 'That this
Council offer to act as a Board of
Conciliation for the Thebarton Cor
poration.' Councillor Sheaeing seconded.
The voting on the qaestion being eqaaJ, His
Worship gave his casting-vote in favour of
the motion. Mr. McCarthy thanked the
Council for their action, and for one he would
be thankful for them to ask in this capacity.
Mr. Murphy's tender for kerning and pav
ing on Port-road was accepted, as was that of
Mr. Wilkie for tarpaving Rose-street, Carron
down.
Councillor Vabdox, Chairman of the
Finance Committee, read the half-yearly
balance-sheet, which showed : — Receipts —
Loan to pay off overdraft, £2,500 ; rates
collected, £1,258 5a.; health rate, £104 14s.
Id; arrears, £102 7s. 5d.; other souroes,
£681153. 2d.; total, £4,647 Is. 8d. Expendi
ture—Overdraft last audit, £2,467 5a. 6i.;
Bank interest, £98 6s.; fixed deposit in Bulk,
£200 ; works, salaries, and general expenses,
&&, £3,232 10s. 4d,; credit balance, £166 IS*.
