Melbourne, Julv 23.
xne -4ryi« accuses the Government of desiring
not to settle the Reform question, and says
there is no] possibility of the Bill being in
scribed in the Victorian Statute-book by local
mama, so mat persistence in the attempt to
force it on the country can only lead to a waste
of time or civil war. There is every prospect of
a speedy general election.
Hats, except straw, have been added to the
list of dutiable articles on which drawbacks are
allowed.
The Directors of the Australian Agency and
Banking Corporation have declared a dividend
of 10 per cent.

In the Assembly this afternoon only private
members' business was dealt with. A Bill for ex
tending the powers of the National Bank of Aus
tralasia was read a first time. Mr. Cooper moved
a motion that all election petitions should be
heard by a Judge of the Supreme Court instead
of by the Elections Committee. He pointed
out the unsatisfactory nature of the present
tribunal, as well as the inconvenience caused to
petitioners, and also the great expense incurred.
The debate is proceeding.
The Tambora left Batavia on the 20th, and is
expected to reach Port Darwin to-morrow.
General opinion is not favourable to the
Reform Bill as a means of settling the constitu
tional difficulty.
The Land Mortgage Bank has declared a
dividend of 8 per cent.
The Mint has issued £44,350 worth of new
silver coin, of which £19,900 has been given in
exchange for worn coin.

In the Assembly Mr. Cooper's motion re the
Elections Committee has been adjourned for a
week. Mr. Berry admitted that the Committee
had been far from a perfect tribunal, and
many things had occurred causing great
pain to all parties; but it did not
follow that the change proposed would be
desirable. The Tatura to Toolamba Rail
way Bill was passed through Committee.
The estimates for the new schools were sub
mitted and adopted. The House then proceeded
to the second reading of the Bill to resume
certain (land in Flinders-street for the purpose
of the Gippsland Railway, which was in due
course passed through all its stages, and the
House then adjourned till Tuesday.
