Cairns Water Authority.
A meeting of the Cairns Water
Authority, was held on Thursday
night, tho Mayor presiding.
The. May or said that the. question
of levying a special /rate to. meet
£3500 ^accrued interest due, ' would

Treasurer stating it , ¡was proposed
to levy a special rate, and ai reply
was received mentioning . the Trea-
surer was pleased to hear of the
intention of the Council. He had
.consulted the 'Council's solicitors,
and -wired to the secretary pf the
Local' Authorities Association i. .with'
regard to the levying of a special
rate,, but so far no reply had
been received.
: The action .of the .Mayor was con-
firmed en the motion of Aid. Mc-
Kenzie.
Aid. Draper 'said he and- the. May-
or had gone into tho subject very
full}-., and the more-they went i into
it the moro complicated did it be-
come. The Council recognised that
a water rate .was for. services 'rett-"
aerod,. and .with. the aid of. schedules '
from elsewhere thtty arrived at what
they thought wasrat an, equitable
basis. Had. they not been faced
with £2500,arrears! of interest, that
basis would . haye been sufficient..
When they went. into the question
of how to 'find the £2500 arrears
they said an all round increase
would be the most equitable meth-
od. The same argument now . op
plied- when they had to find J640O
or £500 a .year.; On looking into
the by-laws they -found they, had
fixed a hard 'and ; fast rule . : and
were unable to . increase the - rato.
He desired to congratulate thé Ma-
yor on the, stubborn manner he had
kept at the Treasury to have - tho
amount capitalised..
Tho Mayor said he would call a
special meeting of the Water Auth-
ority as' soon as he received the
opinions from their solicitors, and
the secretary. of the Local Authori-
ties Association.
The Mayor then, stated it had
been proppsed to ' have, a uniform
price for. connecting, the. servies.- and
he had asked " ' thc local' plumbers.,
to give a quotation. " - Replies had
been, received, from four plumbers,
all giving ? the one price. He fav-
oured the Council undertaking \tbe
work themselves from- the - main 'to
the building alignment. ' ' .'. ?
