BALLARAT.
STATE OF MORALS AT BALLARAT.
Acting under instructions from Mr.
O'Caliaghan, Chief Commissioner, Sergeants
Arnold and Nolms, of the Ballarat West
and Ballarat East police forces, are making
inquiry amongst the constables regarding
the recent allegations by Dr. Torrey ns to
the immorality in public reserves here. Dr.
Torrey, when descanting upon tlio failings
of a section of the citizens, said he hail ob
tained his information from a local plain
clothes officer. _ The detectives stationed
here say they imparted no information to
tlie missioner, and 1'lain Clothes Constable
Montague, of Ballarat East, states ho had
no conversation whatever with Dr. Torrey.
Each of the uniform police protests his in
nocence iu the matter. The contention of
the Chief Commissioner is that if a condi
tion of tilings existed as represented by Dr.
Torrey, tho police arc to blame for not de
tecting and prosecuting the offenders. Two
citizens, however, have called on Mr. Bro-
kenshirc, mayor of the city, and made a
statement that they lmd a chat with Dr.
Torrey regarding certain "indelicate mut
ters," but they were surprised to find the
miRsioncr making such sweeping charges 011
their talk regarding tho alleged misconduct
in public places of a few persons.
Mr. E. Notley-Moore, clerk of courts at
Ballarat, was on Saturday sworn in ns a
police magistrate, to (ill the vacancy caused
by the death of Mr. Dobbin. Mr. Dickson,
B.M., administered the oath, and subse
quently the new police magistrate was con
gratulated by citizens and members of the
legal profession on his elevation to the
lieneh. Mr. Notley-Moorc will temporarily
take up revision court and other duties in
tho Ballarat district, and thus relieve Sir.
Dickson, who has had a great deal of work
to perform for a. considerable time past.
A fire broke out on Saturday evening in
tlie Stiirt-street show window of Messrs.
George Crocker and Co., drapers, and ex
tensive damage was done to goods before
the (lames could be extinguished. The fire
was caused by a gas jet coming into contact
with inflammable material in the window.
The employes were able to extinguish the
flames before they reached the main build-
ing.
Sergeant W. ,T. Evornll, of the Ballarat
militia, who served with two contingents in
South Africa, has been presented by tho
non-commissioned officers of the- battalion
with a gold albert nnd locket ns a slight
acknowledgment of his services to the Em
pire as a soldier.
