TO THE ELECTORS OF THE SOUTH
WESTERN PROVINCE.
G entlemen,—At the solicitation of
a larcc number of Hectors, re-ldont in various paria
of ycur extca- Ive province, I bare con-cnted to allow mj
self to be plat ed la nomination to supply the vacancy occa
s onei by the resignation of -Mr Coppln, and accordingly
»o make you acquainted *lth my view. upon the
leading t"pie- that are likely la the future to engage the
a.tentaon of Par-lament.
I regret cxtr.mely that the Lmd Act hai proved 3
failure. The tooner the qaesricn Is definitely settled the
better for the prosperity of thccuntry. With that view
I should tore tor any amendments of the prrsmt law
that coa d secure to the bona fdt agriculturist the rights
■whicN it wa- intended should he conrcrred upon hist under
the liberal clauses of the Act.
I must confers I look upon the financial policy that has
hitherto been pursued* with a considerable degree of di*»
quietude. Ihe Land fund thouid be app ied to tho carry
la- oct of reproductive works, and to the Introduction of
% steady stream of Immigrants f a useful class, and should
not be tordeaed with such state necessities as are fairly
chargeaMe upon our Income from taxation.
I have long been strongly of opinbn that a wise encour
agement of local enterprise, with a view to folly develop
the resources of the ool ny Is absolutely essential A re
arrangement of the burden of taxation, so that it may be
more equally distributed between to© importing and pro
ducing :ntcr« sts is ardently to be desired, and any inch
scheme wvul i most with my uo«t earnest support.
I have add that f am desirous of affording every
facility to the development of loeri cnterprii^-with this
view I am in fiver of a mint, so that our gold may bo
converted into sterling c-ln. and am opposed to the da y 1
upon gold* b-**u«o I took upon It as a direct tax upon the
industry of the miner. I am also anxious to ses a well
conridrred tcbeme of water supply to the gold-fields
carried out* because it is essential to the thorough develop
ment of our auriferous deposits
While referring to the question of water supply, I can
not help saying that Geelosg was shamefully defrauded out
out of the £-03.000 voted some years since. X would rap
port any scheme her citizens agree upon, and I fe .1 satis
fied that the- claims of belong in this respect are of such
a nature that they could not be successfully resisted in the
Legislature.
I regret to say that. In my opinion, Tcrrezu* Act has been
*• burked " by the action of the present Government, and I
aha 1 cheerfully assist in any s cps that may be taken to
enforce a proper kdralnUtrari n of that measure.
I am opposed to the regulations promulgated by the
Boardcf f duration. The prindp'c of "results" I believe to
be unworkable, and opposed to tie spirit in which the Act
was passed by the Legislature.
Our Kabnjs are not being managed wisely I am in
clined to be*(eve that as soon as tt-cir money value ean be
ascertained they should be let to the highest bitder. ,

that propo? d ty the Ministry. I looked upon that

commence to economise, especially as large sums arc still
being spent ia and a-ound the city.
I am o; po *• d to several portions of the proposed Elec
toral Act Amendment Bill, especially the 57th Clause,
which enab es an elector, when there shall be a greater
number of members to be elected than two, to give all his
rotes to ><ne candidate
Having been f^r many years connected with both Gee
long and rJaTarat as a business man, I have had ample
opportunities of becoming acquainted with the local re- :
quiremeats of the Province, and should I be elected, it j
