INTERNATIONAL RUGBY
One Code Essential

LONDON, October 13.
Mr. Rowland Hill (a member of the
International Rugby Board), presiding
at the annual meeting of the London
Society of Referees, said that he rea
lised the difficulties surrounding the
question of Dominion representation on
the International Board, but since the
proposal of South Africa for the
formation of an Irmperial Ad
visory body had been unani
mnously carried at the recent Imperial
Conference they should be in a position
to say that such a body would be
formed.
On the contrary, however, the Board
recommended a triennial conference.
iMr. Hill said that he was disap
pointed that the more unpracticable
scheme has been adopted. There should
be a meeting annually, the agenda of
which should be sent to the Dominions
early enough to enable them to remit
decisions to the annual meeting of the
IBoard in March.
M-. Hill said that he .desired to call
public attention to the matter as it was
vitally important to the future of the
game. He was convinced that if the
same code of laws did not exist through
out the Rugby world the Dominions
would drift away. That wa-, the
greatest calamity that could happen.
