Mr. Legh Winser, C.M.G.
MELBOURNE, Sunday.
His Excellency the Governor-General
Lord Stonehaven) has received advice that
His Majesty the King has been pleased to
confer the following Commonwealth. New
lear honours:—

THE HON. PHILIP WHISTLER
STREET,
Chief Justice of New South Wales
since 1925. Born at Darlinghurst,
Sydney, 64 years ago, and called
to the Bar in ? 1886, Mr. Street
was raised to the Bench in 1907.
He was Chief Justice in Equity from 1918
to 1924, Acting Chief Justice in the latter
half of 1924, and Chief Justice since
January, 1925.

MR. CYRIL LEGH WINSER, M.V.O...
Private Secretary to tho Governors of
South Australia since 1915. He came from
England to this State in 1909, and became
an orchardist at Blackwood, a pursuit he
still follows in his leisure. He was in
1921 amateur golf champion of Australia,
and last year was runner-up for the same
event. He has won the State champion-
ship on several occasions, also the cham-
pionship of the Royal Adelaide Golf Club.
He has played cricket successfully with
the A grade teams, mostly with Glenelg,
for whom he made several good scores,
and he has kept wickets for South Aus-
tralia. Before coming to South Australia
in 1908, Mr. Winser kept wickets for
Staffordshire, and was a member of the
Trentham Golf Club. He was made a
member of the Royal Victorian Order last
year, and received the insignia of the
order at the hands of H.R.H. the Duke of
York in May last.

MR. JOHN LONGSTAFF, R.P.S., R.B.C.,
President of the Society of Australian
Artists.
From the Victorian mining township of
dunes to an honoured place in London,
ind a personal intimacy with Royalty,
sums up the history of Sir John Long
staff, one of Australia's greatest portrait
painters. Born in 1862, ho won the first
travelling -scholarship presented by the
trustees of the Melbourne Arp Gallery,
studied in Paris, and became a frequent
exhibitor at the Royal Academy. His
portraits include those of King Edward
VII. and Queen Alexandra, in the -Sydney
National Gallery, and of several Aus
tralian notable personages. His pictures
in the Melbourne and Sydney galleries
llso comprise 'The Sirens,' 'Bourke and
Wills at Cooper's Creek,' and 'Bushfires
in Gippsland.' Sir John Longstaff re
turned to Australia seven years ago after
1 long residence in England. ' ,
MR. CHARLES SAMUEL NATHAN.
Sir C. S. Nathan has just resigned from
die Development and , Migration Com
illusion, of which lie was Vice-Chairman.
Se was originally appointed to the com
mission for one year, and refused to
accept any payment, except an allowance
of £1,000 a year to meet expenses.1 Ha
was re-appointed to the commission as
from August 9 to December 31, 1927.
Sir C. S. Nathan, who hails from Perth,
W.A., is a director of Charles Atkins and
Co., Limited.
FORMER PRACTICE RESTORED.
SYDNEY, Sunday.
The names of Mr. Justice Street (Chief
Justice), and Mr. Budge (official secretary
to the State Governor), which appear in
the New Year Honours List, were recom
nended by the Premier (Mr. Bavin). The
State's right to make recommendations
has now been restored. It was pointed
cut in official circles to-day, that any
action carried by Parliament expressing
ita opposition to the granting of titles
did not bind any future Parliament. It
waa during the term of the Fuller Govern
ment that a surprise .motion was launched
by Mr. George Cann, of the Labour Oppo
sition, directing the Speaker to notify the
ume authorities that the State did not
approve of the granting of titles to per
sons . resident in. the dominions. A vote
was taken, and the motion was carried.
The Speaker thereupon despatched the re
solution of the House to the Secretary of
State for the Dominions.
