STATES !
CO-OPERATION IS \
DESIRED
CANBERRA, Sunday.
\ COMPREHENSIVE-and-de
tailed scheme for co-operation
by the Federal and State Govern
ments on national defence -will be
discussed at the Premiers* Con
ference to be held concurrently
with the meeting of the Loan
Council in Canberra at the end of
this month.
A scheme has been submitted to the
State Premiers by Mr. J. A. Lyons
(Prime Minister) und comprises sug
gestions for a works programme of
defence value, the preparation of plans
necessary for Immediate operation on
a national emergency, and air raid
precautions.
Mr. Lyons expressed a hope that
(he Premiers would be willing to co
operate with the Commonwealth to the
extent of substituting certain speci
fied State works of defence value for
•others which would be financed out
of loan money. The Commonwealth
Government will be unable to con
tribute toward the, cost of such works
because of its heavy liability for de
fence expenditure on undertakings
rated' at a higher order of priority by,
its advisers than those which rnighi
lie undertaken by the States.
