Attention is called to the following Clause of the
above Act. and persons concerned are hereby in
formed tbat it is tbe intention of the Destitute
Board to strictly enforce its observance :—
101. Every person who, not being in an establish*
ment under tbe control of the Board, and not being
licenced by tbe Board, shall with or without fee or
reward act as foster-mother or wetnurse to or
take the sole charge of any child, whether legitimate
or illegitimate, and the mother or father of any
such child who shall knowingly leave or place such
child vjlth any person not .being a licensed foster
mother or wetnurse as aforesaid, shall for every
such offence, on conviction, forfeit and pay a sum
not exceeding Twenty Pounds, one half of which
shall be paid to tbe informer : Provided always that
no information shall be laid for any such offence ex
cept by the Board or by some officer duly appointed
and authorised by tbe Board on that behalf : Pro
vided that nothing herein contained shall refer to
children nursed in the house of their parents or by
a wetoune. consequent upon acsrtificite from a duly
qualified medical man.

Gentlemen— In compliance with the request
made to me by many influential electors of your
listrict. I have the honor to offer iny*el( as a Can
didate for your suffrages at the ensuing elections.
The following are my opinions on some of the mort
important political questions of tU9 day.
Immigr&tiox. — I am in favor of judicious
nominated and assisted immigration, and will
advocateagreateevropsrtion of tbeagricultural class
being introduced into the colony.
Land L&wb. — I am in favor of a liberal land law,
believing tbat the greater liberality shown to bona
fide farmers tbe more rapid and certain will be the
development of the resources of the colony.
Law BEFOH5I. — A fusion of law aad equity
having been accomplished, iu the Suorenie Court,
and tbe jurisdiction of the Local Courts hiving
been increased, I sm in favor of giving an equit
able jurtsdid ion to the Local Courts, in order to
save persons tbe expense of proceeding in the
Supreme Court.
Locil Oftioh.— I am a warn advocate of tempsr
ance, and heartily sympathise with those who wish
to check the evils of intemperance. I am not. how
ever, prepared to support measures which will have
tbe effect of preventing moderate drinkers froa
obtaining refreshments;
Pastobal Leases —I am ia favor of the pastoral
leases, when they fall in. being dealt with in »ucb a
manner tbat they will support the largest popaU
tlon possible, and bring in the best return to tbe
country.
Pcbuc Wohks.— I am In favor of a judicious
expenditure upon reproductive works necessary for
tbe progress of the colony, but I atn opposed to the.
spending of public money on enterprises for which
the colony is not yet ripe, and will therefore nss my
best endeavors to prevent tbe carrying out of the
proposed International Exhibition.
Batlwats. — I will advocate every well matured
scheme for tbe extension of oar railway facilities,
and will support arailway from tbe Northern line
to Clare, and all such other lines of Tailway as it
may be desirable to construct in the district.
Heal Pbopkby Act —Having bsea educated for
my profession in England, and knowing somethtng
cf the cumbrous, complex, and costly system of
conveyancing in that country, I look upon the Beat
Property Act as one of the greatest boons conferred
upon the public, and shall. If returned, use my best
efforts towards bringing in a Bill at tbe earliest
opportunity to carry ont tbe intentions of Sir
