BERLIN CONGRESS
TURNS DOWN EXTREMISTS.
SOLDIERS AND ANARCHISTS.
LONDON, December 20.
The Berlin Soviet Congress, by an over
whelming majority, rejected the extre
mist proposal to establish an independent
government composed of Soldiers' Councils.
The strikes at Essen and eLseivbere are
subsiding. Onlv 15.000 extremists are now
on strike, owing to the fact that armed
citizen guards protect the workers.
At the invitation of the commander of
the Guards Regiment of Cuirassiers, Dr.
Liebknecht made a speech lasting' an hour
and a half, to the regiment, in which he
strongly urged a general Socialist revolution
throughout the world. The invitation was
due to Dr. Liebknecht's allegation that the
Cuirassiers had planned a Counterrevolu
tion. After Dr. Liebknecht had concluded
ins speech Herr Heilmann addressed^ the
legiment on behalf of the Majority
Socialists.
