ore beome law, one entry by the owner,
master, orconsignee, woud have sunerseded all
hose twenty or thirty enties; and, as soon as
the ship and cargo had been entered, the eis
charging of the vessel might hava begun. There
can be no doubt that this weuld have been at
tended with a great saving and simwtifirtioa o;
business to merchants; that it would have giren
the shipowner the ase of his ship in the shortest
possible time: and that it wotll have ens tup h
the roots all frauds on the Dock Esrate anal
Towa-dues, to the great advantage of those
estates, and also of the ftir traler, who bIys
both Dick-lues and Town-dal.es honestly, and is,
therefore, exposed to an unfair comipeition with
those that evade them.
We understand that the following are the
prinipal objections which were u-re.sl to the
prvaisa. and which led to its reije'ion :--t wouidi
hare thrown additional trouble, and some addti
tional risk. on the shipowner, master, or enn
signse; it would or might have createdl dili
enities as to the Town-dues, in the case of mer
chants who are exempt from thn.t dues, a» fi'ee
men ; :od. with the prt-ent wording of the RD)ak
Act, it would have disfranchised maony of the
dock ratepayers, who aunnot rote unless ther
have themielles paid £10 in dock-rles lutin?
the precedlin year. For these reaseons, nnto
ponsibly for other?, whieh we lhare nlt heamt of,
the proviso was so altered, a- to leave thlmede
of enterimn goods the same as it was before, in
all important points.
We trust, however, that means will le fined,
during the recess, of reco:ciling al: interests,
anid of securing the greatest pos.ib!e despatrch
of brsitess, without any pressaur on the lhip
ping interest, nn!l without dlisftnchiesin, a sinile
dock ratepayer. We art hlappi' to learn, from
the best autharity, that the Govrnment is
quite willing to sanction any plan for ac
-eleatiug Custom-house bntinoss in Liverpool,
which meets with the general support of mer
chants and shipowners.
We cannot conclude this article without on-
grntulating the Chamber of Commerce on their
eminent success in promoting pr;:eical improve
ments, and in gaining the ronlidence of the
Government, the Board of Customs and the
mercantile body gener?dlr. Ilaviag carried so
many points of importa?re, they can atitld to
wait until diseussion and nataral eoneessiansn
have alenredl the wayv to entire sulcess. The
pabloe of Lirvrpool is esPerilily idebtedl to
i.r Wiliars Brown, to Mir. T'homia BI. lhorsfall,
and to Mr. eaonch, for the pitu'li spirit and thi e
untiring enepgy tith which they hova Idevoted
