VISCOUNT HAYASHI'S VIEWS.
LONDON, July 19.
Tile 'New York Herald' has cabled
to Viscount Hayashi, the Japanese Min
ister for Foreign Affairs, informing -him
that only a dozen newspapers out of
21200 published in the United^ Sates
sympathise with the Jingo demand for
the transfer of part of the American
fleet to the Pacific Ocean, and' that it
was, 'therefore, un.trne that the demon
stration made wa-s backed by the whole
of Hie American people.
Viscount Hayashi re'plied that all
Japan had unshaken confidence In the
policy of justice and peace displayed by
the American .Government: He was
perfectly convinced of the pacific char
acter of the situation, and that the sen
sational reports appearing: 'in a. smaH
section of the press'did not reflect the
mlnd-of the American nation.
