The statement of receipts and expendi
ture for the year was then read by the
Mayor, shoeing a debit balance of £200,
but against ttiis was an outstanding
amount owing for rates of about £400. The
council was in a better financial condition
at the present than at the end of last mu
nicipal year. (Applause.)
A ratepayer stated that a sum appeared
as expenditure every year for the Helena
Paddock, but not so much as tbe returns.
The Mayor stated that a good deal of money
had been spent in draining the property,
but every opportunity would be taken to
make it yield better returns.
A ratepayer called attention to the fact
that in the four streets where tits greatest
expenditure liad taken place councillors
lived. He did not .say tha* this was cause
and effect, but it certainly looked
strange that in other streets, quite as im
portant, much less had been spent. £24
had also been expended in connection with
the opening of .the Couneii-hall ; it seemed
to him to be illecal for the council in
spend so jnuch for this purpose. The
Mayor, in reply, stated' that large sums of
money in the shape of grants from tiie
Government, and as the £24 had been
spent in entertaining Sir John and Lady
Forrest, it was money well spent. (Ap
plause.)
Mr. James Turton asked if tiie council
was aware that- Hubert-street was in ex

tended to macadamise Hubert-street at an
early date.
Mr. F. C. Cumberland called attention
to the fact that £1,500 had been spent on
roads. He suggested that other munici

enS*ge the services of a first-class engineer
to give best plans and methods of road con
struction.
Crs. Holmes and Tatfersall stated in re
ference to Terrace^-oad that they had
brought before the notice of the coucil tiie
state of the road. The Mayor said it -was
difficult to carry out all the work? the
ratepayers desired, because of lack of
funds. One way of overcoming the diffi
culty was to obtain a loan of, say, £20,000.
The matter would be placed before the new
council, and if agreed to by them, would
be submitted to the ratepayers for their
confirmation.
The estimate of works for the ensuing
year was read. Amongst other things, it
was stated that a four-faced clock for the
post-office tower would shortly be placed in
its position. It would cost about £250. *
Mr. W. G. Johnson said that it was to
be hoped that some councillor would act
as honorary treasurer. He did not know
of any other instance in the colony where
tiie treasurer was paid. Mr. W. G. John
son was appointed honorary treasurer.
The meeting then adjourned.
