TO THE ELECTORS OF THE NORTHUMBER-
LAND BOROUGHS. -
GENTLEMEN-In acknowledging the receipt of the
.boye requisition to become a Candidate for the
representation of your Boroughs ¡ri the" Legislative As-
sembly, to fill the vacancy occasioned by the lamented
decease of your- late talented and estimable Member,
G. R. Nichols, Esq., I deeply feel the honour you have
dóne me; and, in complying with your request, I oan
with sincerity assure you thar, if elected, it will be my.
nighest prido and ambition faithfully to disoharge my
duty to the country ; whilst . my intimate connection
with the Boroughs will bo a guarantee that their welfare
will be promoted to tho utmost of my ability.
The following are my views on the measures likely to'
engage the attention of the colonial Parliament :
. On the subject of Eleotoral Reform, I have ever held
it as at principle of justice that every adult mole who can
read and write, and contributes to the genoral revenue,
should have a voice in the government of the country by
which he is taxed ; that from thoso whose education has
altogether been neglected, the State is called upon
to demand some guarantee for their fitness
to exercise the eleotoral franohise. I would there-
fore demand from all whose misfortune it is that they
ean neither read nor write, a small property qualiflca
That in apportioning representatives, population alone
should bo the' basis on which electorates ought to be
constructed, and that such electorates should comprise
districts whose interests are identical. .
" No measure of reform that may be introduced would
be satisfactory to me, unless provision were made for
Voting by Ballot. I regard it as the only means whereby
bribery and corruption, that too frequently prevail at
eleotions, can bo offeotually put an end to. The popular
erv raised against the system, " That it is opposed to
the openness and straightforwardness which characterise
British independence," I havo ever regarded as un-
worthy of notice ; because, whilst it gives every man an
opportunity of recording hi» vote as ho thinks beet, it
does not compol secret voting.- Every elector, under its
provisions, can proclaim and moko known for whom bo
voteF. ... , , .',
Nomineeisra, in every shape and form, has my un-
qualified disapprobation. I have never been able to see
the necessity of a second House, as provided for in the
New Constitution Bill ; and certainly no. Act which has.
emanated from tho present Council, would make it de-
sirable to perpetuate its existence. .
, I am in favour of establishing Munieipal Institutions,
wherever they can be brought into operation. Thé state
of our streets throughout tho country towns is deplo-
rable, and can only be romedied by local taxation.
i regard the establishment of District Courts, with ex-
tended oivll and criminal jurisdiction, of paramount im-
portance to tho wolfaro of the colony ; believing that a
largo ptoportion of tho cases which are brought before
our highor law oourts, might bo therein settled, with
great benefit to suitors, and the saving of expense to the
country..
Tho land quostion is ono of deop importanoo to the
future welfare and prosperity of tho colony, as it is,by
its judicious settlement and the facility afforded forjthe
ready acquisition of land, that emigration will be pro-
moted,-without a regular, copious, and steady supply of
whioh we cannot attain to importanoo. .
' To all those who are disposed to settle upon, and cul-
tivate tho agricultural lands, great advantages should be
held out, such as faoility in ocoupying, on payment of a
moderate amount as a deposit, with tho residue of tbe
purchase money payable in annual instalments, extend-
ing over a fow years.
Tho Squatting Interest is one of such magnitude and
impórtanos that I would approach it with the greatest
circumspection, and deal justly towards tho squatters,
acceding to them all the advantages of their leases-the
good faith of the Government having been pledged
thoreto. Whilat I consider that an additional amount
might be legitimately raised from thom towards tho
genoral revenue, I would be careful that nothing should
bo done that would interfere with tbolr genoral pros,
porlty.
The extension of Railways and Tramroads will have
my strenuous advocacy; the latter, I think, best adapted
for our present infantile stato, os a country, in so far as
they would ba loss oxponsive, and sufficient for our
requirements for half a oentury to como.
Tho management of railways in tho colony, up to the
present time, bas boen injudicious and extravagant.
' I regard tho American systom of railway construction
ns botter adapted to our wants than the enormously
expensive systom of tho mother-country. I am son.
nulne that!» better system of railway oonstruolion will
,bo arrived at ; and whonover a corroot, economical, and
suitable plan is dovoloped, I would not hesitate to con-
tract largo liabilities in order to oxtond them. By their
extension our waste lands would becomo valuable ; and
instoad of having to Bond out annually a large amount
of onpital for tho purchase of broad stud's, wo should bo
Rolf-supporting. . A self-supporting community, with the
noooBsarioB of life at alow rate, would soon beoomo a
manufacturing community.
As it must necessarily (alto a considerable time to

On the subject of Education, I hold tba G or emmi

tain point-that the National is the only system wbi

been efficiently, done by Denominational schools, G
vernment should contribute to them in the samo rat
that Kdacatipn costs in the National schools,
' I am an earnest and sincere advooate for tbe most e
tended Religious liberty, believing that the proBo
mixed system of endowments is erroneous in principl
Bnd unjust in praotico. I would opposa any ; addition
grant for religious endowment ; and, whilst I would n
disturb the present arrangement so as to affect tl
amount paid to ministers of religion during their. Iii
time, I would support its gradual withdrawal.
