Reciprocity Urged In
Scholarships
MELBOURNE. — A scheme of reciprocal scholar
ships with the United States and Great Britain,
which would remove one of the main underlying
causes of international misunderstanding — iemorance
— was suggested by the Chancellor of Melbourne Uni
versity (Mr. Justice Lowe) in his Commencement Day
address today.
TTIS proposal envisaged offers by
the Commonwealth Govern
ment in both the United States
and England of scholarships to
Australian universities.
His plan would operate 'to sup
plement the Rhodes' scholarships
in Great Britain snd in reverse,
and would operate reciprocally
with the United States.
Thirty scholarships offered
yearly in England, and a similar
number in America, would allow
five English and five American
students to go into the univer
sity in each State each year.
Scholarships would be made
available here for students to at
tend universities in England and
the United States, and the cost of j
such scholarships would be pro
vided in Australia.
If three -year courses were
granted for scholarships, there
would be 90 English and 90
American students in Australia.
'In the course of time, the effect
of such a co-mingling of students
must be considerable, and the
blanket of ignorance should there
by be lifted,' said the chancellor.
Details should be hammered out
on the anvil of discussion, he
added. Hopes of a new world
would assuredly be disappointed
unless all realised that our out
look, too, must change.
