re now by law possessed — a body of educated men not

lualificattons^ indapendcntly of the obligations of their

.That every consideration of wise policy demands that
he solemnities of religion, hitherto thrown around tha
rdinance of 'marriage in all Christian countries, should
lot lightly or needlessly be tampered with; and iu a
natter so vitally affecting tho morals and social happi
iesu of a people uo encouragement should be offered by
he State to ditjarding religious services in tha solem
dzatfon of marriage, by rendering unions contracted
lefore a civil Registrar more private, more expeditious,
nd less expensive than marriages celebrated bj miuutun

?Your, memorialists are unanimously of opinion that
very possible safeguard should be provided against the
sontracting of unlawful or clandestine marriages, and
very precaution used to secure the accurate registration
if marriages when solemnized. „ They ore not, nowever,
iware of any; proof having been shown of the inetfee
ivenes3 of the existing Marriage and Registration Acts
or the attainment of those important ends ; and after a
areful inspection of the Amended Marriage Act of 1857
hey are of opinion that it would cause many unnecessary
lindrances to lawful matrimony not now* existing, and
specially to the solemnization of that ordinance by

They are prepared to point out in detail the particular
)royisions to which .they, entertain the strongest ob
eiitions, should the opportunity be granted them by a
select Committee of your Honourable House; but in the
Leautine they beg to Suggest the fallowing principles,
in which* they are agreed, as the basis of an. auuuded

hould be entitled, as heretofore, no less than the civil

ion according to the religious observances of their rj

2. That all such officiating ministers should be liable
o penalties of fine or imprisonment for wilful iafringe
sent of the Marriage or Registration Acts.
3. That sll parties making false declarations in order
o procure marriage unlawfully should be punishable as
guilty .of perjury, and also be liable to punishment for
rilful informality ; but that no lawful marriages .duly
olemnized by cffieUting ministers should be null and
roid in consequence thereof! ..
4. That in order to secure uniformity for the future,
here should be one only form! of notice of marriage, and
