6ERMAH WUR FAILURE
WAR WAS REALLY LOST > ¡
WHEN REIMS ATTACK PAINED
(The' "Times" Message.) .
London, July 19. v
? The Berlin correspondent of the
London "Times" reports:- \
Piquant revelations are contained
in the report of the Reichstag Com-
mittee with regard to the causes of
the German failure in 1918. It is ad-,
raitted that the war was really lost'
on July 17 when tile offensive on
I Reims failed.
It is disclosed that long afterward
Field-Marshal von Hindenburg con-
tinued to proclaim that Germany
could win on French soil and dictate
.peace terms. German foreign policy
was shaped accordingly.
The committee, however, declares
that the general headquarters acted
iln good faith in clinging to a long
possible hope for a satisfactory mili-
tary peace.
"The Government," it adds,
"trusted in the judgment, of general
headquarters until it perceived the im-
possibility of victory."
