Hoover, a former President of the United States,
proposed tennight that the Western-nations should
unite against Communism by closing the doors of
the United Nations to Communist countries or by
forming a new united front-of aU freedom-loving
peoples. The former XJnited States President was
addressing.the American Newspaper Publishers' As-
sociation.
"I suggest the United Nations should be reorgan-
ised without .the Communist nations in it," said Mr.
. Hoover, "If that is impracticable, then a definite
new-united front should be organised of those people
who disavow Communism who stand for morals,
religion, and who love freedom.*'
IDEA FREQUENTLY DISCUSSED.
? The ideaxof the United Nations
without "the Soviet .Woe,- which was.
suggested "by Mr. ^Hoover ' to-day,"
has been in many minds here for
a long time. ' The idea has. been
more and .more frequently discussed
by diplomats and United Nations
officials since the Soviet boycotted
United Nations bodies.
- '..What seemed heresy three years
ago is common ground for discus-
sion to-day. The initial reaction of
the most, prominent delegates was
to discount the Hoover proposal
and to emphasise the need for seek-
ing agreement within the present
United Nations framework, but, In
private, it was generally conceded
that the time may soon come when
the United Nations will have to
take, a strong stand .on a matter
of principle.
The Hoover suggestion was re-:
gard ed /ut a feeler to test out public
opinion on that score.* '

Some- United -Nations officials
pointed out that Soviet participa-
tion In United Nations affairs, even '
before the ern of walk-outs, had
been steadily reduced to a minimum.
