ALIEN MIGRANT QUESTION
EMPIRE SOLIDARITY.
Preference, to Britishers.
PARlS. Nov. 21.— By concerted action,
in simultaneously lodging a declaration
affirming the right to accord preferential
treatment to British subjects within the
Empire, the British delegation to the con
ference on the residential rights of foreign
ers to-day showed unmistakably that
where the interests of the Empire are
likely to be threatened all parts of the
Empire will stand four-square. The de
claration of Australia, which has been~de
posited, states that in so far as Australia
is concerned, nothing in the Convention
shall prevent preferential treatment being
given to British subjects in respect to cer
tain matters- covered by the Convention
which, if observed, would place foreigners
and Britishers on an equal foot
ing in businesses, professions, ? oc
cupations, trade. and commerce.
As the declaration' was only deposited
this evening it is not possible to say
what the reaction of foreign States will
be, but the opinion is held that while
the declarations will ba accepted they will
be regarded as indisputable proof of the
Empire's solidarity. ?*
