CENTRAL ROAD BOARD.
TUESDAY, MARCH 19.

BEYHELLA EOL.
A deputation—consisting of Messrs. C. H.
Myles, M.P., Alex. Stewart, George Sara
(Chairman Willunga District Counail), O. B.
Canham, R. Bain, Wm. Holly, a A. Sprigg,
Jas. Stewart, andL. Maaran (Chairman Claren
don District Council)—waited upon the Board
to urge the necessity of cutting the Reynella
Hill. The deputation was introduced by Mr.
Myles, whs stated that the bill in question was
acknowledged to be one of the worst hills upon
the South-road. It was very steep in its de
scent, and its original steepness was increased
by the quantity of metal that had been placed
on the top. It had been Btated by a deputation
that had previously waited upon the Commis
sioner of Pnblio Works, that the gradient was
1 in 9, but he thought it was 1 inBorlin7, a
gradient which necessarily entailed the employ
ment of more horses to draw ordinary loads than
otherwise would be required if the hill were
cut. He also pointed out the dangers atten
dant upon suoh a, precipitous descent as there
was at present. Mr. HotLY briefly supported
Mr. Myles's remarks. In reply to Mr. Play
ford, Mr. Haeobave stated that the £500 ap
propriated for expenditure on this line of road
was proposed to be expended upon the Noar
longa, Tankalilla, and Rapid Bay portions.
Dr. MaURAd observed that the portion of the
road over Rnynella HOI immediately adjoined
his residence, and he knew for a fact that
during one period of the year horse teams
travelling over it were constantly stuck up
with ordinary loads in consequence of the
steepness of the gradient. On one occa
sion when new metal was pat upon the
bill one horsa put its shoulder ont in
attempting to draw its load—which wa« bat an
ordinary one—to the top, and at another time
a dray with a, 5-ton boiler was nearly capsized
in coming down, simply because of the steep
ness of the road, which was made many years
ago, and at a time when very little attention
was paid to gradients. He also pointed out
that the gradients on many portions of the road
between Tapley's Hill and Hackham were very'
bad, and thought it was simply a waste of
money to expend such a large sum as was abso
lutely required fox maintenance upon such por
tions of road. He believed the maintenance
money that would be saved by lessening the
gradients would be sufficient for malripg a
cutting at Reynella HOI. He pointed out, too,
that nothing beyond providing for maintenanca
had been done for the road since the alteration
at Halletfs Bill. Mr. Jas. Stbwabt said
that at the opening of the Halletfs Hill-road
the members of the Board then present recog
nised the necessity of reducing the gradients
which had been referred to. Allnding more
particularly to Reynella Hill-road, lie said he
could speak feelingly of the danger in travelling
over it, He bad an accident on it with his own
horse, two arms and a leg had been broken
there, and a man had been killed. He thought
the mention of these facts would show the
necessity of something being done. He had
examined the gradient at Reynella Tnil t and
believed Mr. Myles was correct in his opinion
with regard to it. He trusted the Board would
give the request of the deputation favorable
consideration, especially when it was considered
that money had been expended upon a deviation
on the Mount Barker-road, which had far leas
claim for consideration. Mr. Platfobd ob
served that that work was carried oat upon a
special vote of Parliament. If a similar
vote could be obtained for Reynella Hill, the :'
Board would willingly superintend the work, j
Mr. HaBORAV*-said cuttiDg Reynella Hill would J'
take more money than had been set down in the '
appropriation, and would leave neglected seve
ral unmade portions of the road between Noar
lunga and Rapid Bay. The gradient at Rey
nella Hill he thought was lin 12. Mr. Smith
said as the catting was a short one, be thought
a portion of the money set down for the main
tenance of fhe Glenelg-road might be appro
priated for this work. The Chaibhab in
formed the deputation that their request would
be considered when the Appropriations were
gone into, and the Board would, as far aa pos
sible comply with their wishes. On reference
to the Appropriations as altered, it will be seen
that a sum of £500 is set apart for catting Rey
nella Hill.
MODBT BASEEB-BOAS.
Mr. S. ToUKmaog waited upon the Board as
a deputation and presented two memorials,
bearing together 200 signatures, calling atten
tion to the very bad condition of that portion
of the Mount Barker or South-Eastern road
between Stevenson's Garden and the junction
of tbe old and new roads near the seventh mile
post, and urging, for the safety of travellers,
that the necessary repairs might be effected.
Mr. Tomkinson said the memorials were signed
by the hard-handed sons of toll, many of whom
used the road at night time in bringing produce
to market, and the road being steep, narrow,
and a mountainous one, considerable danger
attached to it in its present condition.
There was an immense deal of traffic over the
portion of the road indicated from Strathalbyn,
Mount Barker, Nsirne, &c, and it was very
extensively used by light vehicles in aoing up
the hilL He certainly thought it was a road
which ought to be maintained and kept in re
pair, and he hoped the Board would do justice
to the memorialists by providing funds for
necessary repairs. The Board resolved that
the portion of the road in question should be
repaired out of the £2,5G0 appropriated for the
maintenance of the South-Eastern-road.
SMTTHFrELD-BOAD.
A deputation, consisting of Messrs. L. Glyde,
M.P., P. Gsylard (Chairman Ifeatree Gully
District Council), and W. B. Williams (Chair
man Munno Para East District Council), waited
upon the Board to request that £850, which
bad been allotted in a former appropriation for
expenditure on the North-Eastem-road, Smith
field Branch v bat which, wis laid out. on + lje
Balhannah Branch, might in the present A'ppro
pnabons be reinstated for expenditnrf. O S the
Smithfield-road. The deputation haVjjg arKea

BOAD KEAB LOBBTHAL.
A deputation, consisting of Messrs. F. E. H.
W. Krichauff, M.P., W. H. Bundey, M.P.,
and F. Wayland, waited upon the Board, to
point out the necessity of making a portion of
the Eastern-road, near Lobethal, which was
almost impassible. The sum of £500 was
placed on the Appropriations for new works
on thu road, bat it was stated that
that amount would be insufficient to meet re
quirements. Mr. Bundey remarked that the
circumstances attaching to this road were some
what peculiar—both ends of the line being com
pleted, and in good repair, whilst the middle
portion was unmade. He pointed oat that it
was very necessary that the centre portion
should be made, and hoped if the Board were
not in a position to help the memorialists, they
would express an opinion favorable to there
quest of the deputation, and ulterior steps
would probably be taken. The Ohajbhah re
plied that the Board would give the matter
I their favorable consideration.
PROPOSED APPBOPBIAMOHS.
Before the Appropriations were considered,
I Mr. McNama?a brought forward the question
of the division of districts, and suggested a re
arrangement of them. It was. considered by
several of the members of the Board that it
would hardly be practicable, to bring such' a
matter forward at that meeting, especially as
notice had not beau given of such intention.
Several District Chairmen concurred, and it
was ultimately resolved that the Board was
not then in a position to discuss snch & question,
bat in the event of notice brine given to the
District Chairmen, they would be happy to hear
any arguments in support of Mr. McNamara's
suggestion at a special meeting.
APPROPRIATIONS.
The subjoined are the Superintending Sur
veyor's estimates of the proposed expenditure
of tbe Board's share (£33,333 6s. Si) of the
£50,000 placed on the Estimates for the current
year as grant for construction and maintenance
of roads during 1872-the £33,333 &. Bd. being
equally divided between the three districts.

ORDINARY BUSINESS.
MB. W. a. BABDALL'S APPLICATION.
The Oommuaumer of Pnblio Works wrote,
acknowledging receipt of the Board's letter of
the 21st February, forwarding for favorable
consideration a letter from Mr. W. G. Rainfall,
renewing his application for promotion, aad re
questing to be raised from a fifth to a fourth
class clerkship. The Commissioner, in veply,
stated that as Mr. Randall's work had evidently
very much increased, he was of opinion that
Mr. Randall had a fair claim for an increase of
salary, which w?uld be considered when fram
ing the Estimates for 1873.

The Superintending Surveyor's report to
March 18, was read as follows:—

MINTABO ACT) WA.UKKY.
The Stanley District Council wrote, acknow
ledging receipt oi the Board's letter stating
there were no funds available for blinding the
road from Mintaro to Walkey, and, in reply,
enquiring why the road included under J.
Tiver's contract for m«.lrfng about 90 chains of
the Kooringa and Port Wakefield-road was not
blinded according to specification; also, op
posing the suggestion of the Upper Wakefield
District Council to the effect that a portion of
the money appropriated for the Tja«ii> g ti«m
and Mintaro-road should be expended on the
road to Hnrd's HilL Owing to vast of funds,
the whole of the blinding of 90 chains referred
to was not blinded, but it would be attended to.
As regarded the expenditure of the money
alluded to, the Board resolved that it should
be expended between Leasingham and Min
taro.
SAUHBtmr.
A letter was received from the Yatala North
District Connoil ask ng if the Board would pay
moiety of the oost of nmWing an approach to
the road opposite the Railway Hotel, Salisbury.
The Board could not comply with tie request,
as the road in question was not an approach to
an original district road.
SASDIXWOBXB.
The Saddleworth District Council wrote, for
warding a receipt from Jas. Vandsleur for £5
65., the amount paid to him by the Council for
repairs to the main road between Saddleworth
and Manoora, and asking to be reimbursed the
amount. Under the circumstances the Board
would comply with the request.
tEASmOHAM AND HUSTASO.
The Upper Wakefield District Council wrote
suggesting that a portion of the amount ap
pearing in the proposed Appropriations for the
road between Leasingham and Mintaro might
be expended between Leasinghsm and Hurd's
Hill on the SkQly-road, which is at present im
passable. Resolved, that the money be ex
pended between Leasingham and Mintaro.
STOOKPOBT.
A letter was received from the Stookport
District Oonnoil applying for moiety (£l3 18s.
Id.) ef the cost of makicg several approaches
from the district roads to the main road. The
amount would be paid in doe coarse.
nUBD'S HILL.
The Upper Wakefield District Council wrote,
asking whether the piece of! land on Hurd's
will, on the road to Port Wakefield, belongs to
the Board, as there are a quantity of Scotch
thistles growing upon It which require cutting.
Under the Thistle Act the owners of land were
required to cut down thistles growing on their
property, as also one-half of the road abutting
on their properties.
BIVJW LIGHT.
A letter was received from C. 8. BaQlie,
stating that be was afraid to proceed with bis
contract (4,049) for making a ford over the.
River Light at the Redbanks, as he understood
that thefloods generally commenced there during
April; and regretting he did not, prior to signing
the contract, give more consideration to the
eight weeks' delay in accepting bis tender, and
asking to be released from the contract, or for
an indemnity from the Board for any loss that
might arise through floods in ease of his pro
ceeding with the work. The Board expected
that he would fulfil bis contract.
KAPDBDA AND TABLKE.
Communications were received from 134 per
sons, calling attention to the state of the Main
North-road, North-West Branoh, between Ka
punda and Tarlee; but.more particularly to
that portion of it between Hogan's and Tarlee,
which is in a dangerous state, and impassable,
and trusting that the Board will give the matter
immediate attention. There was no money ap
propriated for improving the portion of road
referred to.
OONTBA.OT 4,050.
Michael Daltou wrote, stating that he could
not carry out Contract 4,050, for the supply of
hard unbroken limestone between Two Wells
and the Lower Light, on tbe Wallaroo and
Moonta-road, as bis price was too low, finding
thit all the stone required blasting ; but stating
bis vriHingness to execute tbe work if tbe
Board vould advance his price from 3s, 3d. to
3s. 6d per cubic yaid. Work to be readver
tised, and D.-Jton'a name placed on the black
list.
Eastern Distbict.
Annexed is the Superintending Surveyor's

A letter was received from the Nnriootpa
District Council, requesting the Board to pay
half the expense of making approaches to the
main road between Sections 1808 and 123, and
148 and 149, between Nuriootpa and Greenook,
Referred to Mr. Ashwin.
BABOBBA.
The Barossa West District Council wrote,
applying for moiety of the expense of making
three approaches from district roads to the main
road. Mr. Ashwin's note—" Tbe amount will
be paid in doe course."
MOUBT BABKER.
The Commissioner of Public Works for
warded, for tbe Information of the Board, a
letter addressed to him by the Mount Barker
District Council, regretting that only £200
appeared in the proposed Appropriations for
maintenanca of the South-Eastem-road, Mount
Barker Branca, daring the year, as the amount
is insufficient, and mentioning that the amount
proposed for maintenance of all fhe roads is
greatly too little; and, therefore, the Council
begged that a further sum might be placed at
the Board's disposal to enable them to have the
necessary repairs done. Out of tbe small
amount placed at the Board'* disposal for main
roads the Board could not allot more than £200
for maintenance.
salteb's FOBD.
The Angaston District Council wrote, calling
attention to the state of the road from Baiter's
Ford on towards Nuriootpa, which requires a,
coat of metal and the holes filled np in various
places which the Council could not exactly de
ftoe, there being no mfleposts; but as there
wert * sufficient number of sawn mileposts in
Angavton belonging to tbe Board, the Council
suggested that they should be erected, likewise
again applying for the erection of guard-rails to
Batter's .Ford. Mr. Ashwin's note:—"There
are not suflMent funds to give the piece of road
in question a coat of metaL The fencing at
Baiter's Ford will be attended to when the
Appropriations are passed, as will also the fixing
the mileposts."
BOWIAHD S FLAT.
A letter was received from Goo. Potter, com
plaining of the bad stone used by Mr. Castle
for his contract, No. 4,047. for making about
24 chains of the Lyndoeh Valley-road, at Bow
land's Fiat, and also of the bad work in the
culvert. Mr. Ashwin's note—"The stone is
quite as good as that on the adjacent contract

Surveyor's Memoranda. —Since the subject of
the bridge and approaches for the Boll's Greek
road at Currency Greek was before the Board
last meeting, I made a freih surrey at that
township, and succeeded in getting another line
for the tom (see plan), with a gradient of lin
17, partly fay O'Hallonin-atreet and partly by
sundry allotments of the township, permission
to have which I am assured can be obtained
without difficulty and at once, at the same rate
of compensation per allotment as for the line I
propogedlart meeting. The line in question also
crosses an allotment not included in the ones
that can be compensated for—a sort of reserve
—bat I am informed on good authority that
any objection to the road through it is very im
probable. Isuggestthetinenowbrougntforwaxd
on aooount of the impossibility of getting con
sent to theroad being taken through «omeof the
allotments traversed by the line, considered on
the 20th February, and the delay in getting per
mission to cross other ones. The destroetton of
the metalled surface of the South-Eastem-road
in many places is now becoming very noticeable
from want of sufficient metal to repair it for
some seasons back. I am afraid that inter
ference with the traffic, and even danger on the
steep inclines, trill accrue before the bad
places oan be patohed with the metal for
which tenders hava been called, and which
is insufficient. I wish to remark that a new
bridge over the Onkaparinga, on the Soath-East
road, is not contemplated in the estimate for
the appropriation of funds for 1872, on account
of the amount being so small fertile wants of
the district"
