SOVIET AGREES TO FREE
ELECTIONS IN BERLIN
BERLIN. Thursday.
General Kotikov, Russian commandant in Berlin, announced
last night that the Russian authorities would agree
to elections in Berlin City but stipulated demands which
observers say will rule out all hope of free elections this
year.
Kotikov demanded that the
free trade unions, banned in the
western sector, be reinstated; I
that Communists arrested in the
j Western sector be freed; that organisations
of a military Fascist
character in Berlin be- dissolved
2 and the names of warmongers
deleted from election lists; and
that there must be unity in all
1 branches of the municipality, is
