It is understood that a further ezchange
of correspondence has taken place between
President Wilon and Senator G. M. Hitch-.

with reference to Article Nob.10 of the
Covenant of the League of Natior, was
merely a species of camousageo in order' to
gain Democratic votes, and it was tanta
mount to a nullification of the Peace Treaty.
The correspondence has been shown to
several Democratic Senatom, and it is an
ticipated that they will vote for the rejec
tion of the newest emnpromise.
The final' vote on Article No. 10 wiR come
upn Tuesday, and it is said that the
ty is certain to fail.

Tne motion of Senator T. J. Walsh

was rejected by 44 votes to 34.
The Republican leaders' amendment to
Article No. 10, denying the Articlde obli
gations, was adopted by 56 votes to 31.
The amendment to Arti4le No. 10 of the
ovenant, moved by Senator Joseph S.
'reylinghuysen (Repubeion, New Jewpy),
providine for all obligtions mentiosd
therein to be-.dlvowed, was rejeted by
the Senate by 59 votes to 17.
The Taft subreservation disavowing the
legal, but retaining the moral, obligations
in Article No. 10 was rejected by 44 votes
to 20.
The reservation submitted by Senator F.
MeL. Simmonds (Detnocrat,. North Caro
lina), offering Americ''s friendly offie.in
cases of international aggression, was re
jeited by 51 votes to Z7.
