Dock Stoppages

LONDON, Friday.— A Gov
ernment White Paper issiied
last night says that a cam
paign of "lies, misrepresenta-
tion and unscrupulous propa
ganda, following a carefully
drawn-up plan by Commu
nist agitators, caused the loss
of 400,000 working days in
British docks between May
I and July this year.
N a foreword to the 15,000-
word document, the Minister
?f Labor (Mr. G. Isaacs) said
the valuable exports which were
i? ., 9uld never be made up.
Britain's recovery programme
had also received a very severe
setback.
Mr. Isaacs said that no dif
ferences had obtained between
pfie. British dock workers and
their employers as to the terms
and conditions of their employ
ment.
