DISAPPOINTING
PROGRESS AT
PARIS TALKS
WASHINGTON, Tues.
Reviewing the progress of the 1
Foreign Ministers' Conference at I
Paris, the U.S. Secretary of State
(Mr. Byrnes) said that it was dis-
appointingly small in the light of expectations
when it was agreed at
Moscow in December that the Council
should resume the work interrupted
by the inability to reach" an
agreement in the London talks.
However, Mr. Byrnes added that
the progress was infinitely greater
than he had expected when he had
suggested that the Ministers should
meet in Paris preparatory to calling
the peace conference.
Continuing, Mr. Byrnes said they
had differed considerably on a number
of fundamental , points, but they
did come to know what those points
were and the varying weight which
the Ministers attached to those
points.
There were three basic issues out-
standing-the Italian peace treaty,
reparations and colonies and the
Italo-Yugoslav frontier, particularly
Trieste.
