JAPAN'S NEW POLICY I
JAPAN'S new policy, as enunci-
ated by the Prime Minister,
amounts to little more than put-
ting into words what has been in
practice for some years. The so
called constitutional system was
barely more than a veil for thc
domination' of the country by the
descendants of the old Samurai,
backed by representatives of
modern finance and industry. Its
faults were that complete control
was difficult and tended to be
scattered.
: Prince Konoye and those be-
hind him. .have; watched care-
fully thc experiments of Hitler,
Mussolini, and Stalin, and come
to the conclusion that certain as-
pects of their regimes could be
grafted successfully on to the
political "structure of Japan.
Hence we see today in the guise
of a new policy the maintenance
of thc ancient Emperor worship
(in place of a Fuehrer or Duce)
and thc iron hand of thc totalitar-
ian, by which all people and. in-
dustry will be brought under' a
centralised control. '
Prince Konoye asserts that thc
new policy is not based on a
single party system. As, how-
ever, there will be only one party,
that which forms the Govern-
ment, it is hard to make sense out
of an obvious juggling with
words, Finally, he speaks of
"one living '? whole State and
'people," which is precisely the
condition of Italy, Germany, and
Russia. In short, Japan's new
policy is Fascism! .with an Em-
peror, if riot the real, at least the
nominal leader.
