Sison Ready to Move Against
Acting President of Bacoor
Declaring that his department
will not tolerate any official under
It who challenges its authority,
Secretary Teofilo Sison, of the in-
terior and labor, yesterday an
nounced that he will take appro- j
priate administrative action against
Acting President Pagtakhan. of B«-i

the market place in Zapote, a bar-!

In view of the fact that Governor
j Pedro Espiritu and Provincial
Board Member Encarnacion, of Ca-
jvite. who are alleged to have insti-
| gated the acting president's stub
bornness, have apologized, the de
partment. Secretary Sison said, will
consider their case closed for the
time being. Governor Espiritu is
ill and Member Encarnacion. who
<s acting governor, called on Secre
tary Sison yesterday afternoon and

Under the guard of 16 constabu
lary soldiers, ordered to Bacoor by
Colonel E. Bactat, special emissa
ry of the department, the shed was
erected in the Zapote market place
yesterday noon. Miranda's car
penters worked fast and finished
the store, according to Colonel Bac
tat, in about five minutes. This
was reported by Colonel Bactat to
Secretary Sison yesterday after
noon.
Col . Bactat said that Acting
President Pagtakhan, when asked
whether he would comply with the
department order, answered that
he would not on the ground that
there is an ordinance prohibiting
the construction of a shed in that -
part of the market. The colonel
then informed Pagtakhan that he
j carried an order from the depart
ment to have the shed built and
> that he would carry out the order.
I The 16 constabulary soldiers were
posted near the place and the con
struction was started by Miranda's
carpenters. Col. Bactat, after com
plying with the order of the de
partment, advised Acting President
Pagtakhan that if he wanted to
question the right of anyone . in
connection with the construction of
the shed, he should take the matter
to the court.
After the construction of the
store, Col. Bactat said he asked
President Pagtakhan if he could
| guaranty public order and peace hi
; Bacoor, to which the acting mu-
micipal president answered that he
would not guaranty It.
In view of this, Col. Bactat w-
j dered t>e soldiers to remain on
guard in Zapote and Bacoor, to
maintain order until the local offi-
icials can give assurance that they
can do so.
I At the conference with Secreta
ry Sison yesterday, Acting Govern
or Encarnacion said that he would
be responsible for the maintenance
of peace in Bacoor. Taking this
assurance of Governor Encarna
cion, the secretary authorized him
to tell the soldiers to abandon the
place.
