ON RAMA CASE
Elections Committee Recom
mends Seating of Protest
ing Candidate
The house of representatives will
next Tuesday act on the recom
mendation of the election commit
tee No. 2, headed by Rep. Emilio
U. Mayo, for Batanges, to unseat
Rep. Maximino Noel, for the third
district of Cebu, and to declare
ex-Rep. Vicente Rama elected in
his place with. a mapority of 21
votes.
It is understood that the minori
ty, to which Rep. Noel belongs,
will try to block the move. The
two minority members of the com
mittee on elections No. 2, Rep.
Jose A. Dorado and Rep. Nicolas
Rafols, have registered their dis
senting vote against the decision
of the committee.
The resolution of the committee
recommending the seating of
Rama was forwarded to the speak
er yesterday morning by Rep.
Mayo, chairman, with the request
that it be approved. It reads in
part as follows:

Governor M. Jesus Cuenco, for
Cebu, who appeared for Mr. Rama
' during the hearing, issued a state-
I ment yesterday that had the com-
j mittee accepted 54 ballots which
! were rejected on the ground that
I they were cast In favor of persons
I who were not candidates, Mr.
; Rama would have won with a
j greater majority.
| The house majority, in their cau-
! cus last night, agreed to vote on
the report of the committee recom
mending ex-Rep. Pwama's proclama
tion as representative-elect for the
;Cebu third district in place of Rep.
Noel. While many of them will
j vote in favor of the report, it was
'agreed that the members will be
free to vote as they choose.
