Plans Complete for Official Welcome
To Returning Independence Missions

The new Luneta in the vicinity of the Admiral Landing will seethe
with one of the greatest crowds ever seen in Manila, tomorrow morn
ing, when the launch bringing the legislative and mixed independence
missions, headed by the three outstanding Filipino leaders, pulls up
alongside the wharf from the s. s. Empress of Japan.

I hat the Empress of Japan, due to
j a delay in sailing from Hongkong,
will arrive at the breakwater at
10 tomorrow morning, instead of 7,
as originally scheduled. The Em
press sailed from Hongkong at 11
o'clock last night.
Because of the delay, changes
have been made In the time for the
reception of the two missions. The j
harbor launch No. S, which the j
reception committee will use, will
leave Legaspi Landing at 8 o'clock j
Sunday morning, instead of 6 a. m.
to meet the Empress ship outside
the breakwater. The launch Ethel
bearing insular officials will leave
Legaspi Landing immediately fol
lowing the customs launch No. 2.
The 26 decorated launches par
ticipating in the water parade in
honor of the two missions will
leave Anda Monument, Pasig river
at 7 o'clock Sunday morning, in
stead of 6 a. m. The launches
forming into columns will meet the
Empress liner outside the break
water.

At 9:30 tomorrow morning the
insular ice plant will sound three |
blasts on its siren, to announce i
that the Empress of Japan is in
sight. The ship will drop anchor
outside the breakwater, and the ;
reception committee, headed by
Mayor 'Earnshaw, which will take
part the water parade in the bay,
will board the liner.
Shortly afterward the missions
will take the launch from the ship
and proceed to the landing, where
they will disembark.
A battalion of Philippine cons
tabulary will be drawn up on the
landing to receive the missions |
with suitable honors. After ins- 1
pecting the escort of honor the ar- j
riving party will disband, the
members proceeding to their resi
dences in the city.
While no regular parade has 1
been arranged, many delegations ;
are arriving from the provinces
and a number of organizations in
Manila will turn out to welcome i
the missions. Though it has been
officially announced that no sepa
rate demonstrations will be held,
it is predicted that the two fac
tions with respect to the inde
pendence bill will be clearly de
fined. It was definitely announced
that the plan to use a hearse in a
mock reception has been forbid
den.
Both foreign and interisland ves-
I sels lying in the harbor and in
i the Paalg river will all be in fes-
. tive mood next Sunday morning
i on the occasion of the arrival of
j the two independence missions on
j board the s. s. Empress of Japan.
Insular Collector of Customs Al-
danese yesterday issued a circu
lar letter, requesting masters of
all vessels in Manila harbor and
Pasig river to honor the return of
the independence envoys in a fit
ting manner by dressing their ships
from 6 a. m. to 6 p. m. on Sunday, I
