BRITISH WAR DEBTS
Negotiations With U.S.A.
Two Courses Open
NEW YORK, October 3.
Sir Frederick Leith Ross, the British
Government's Economic Adviser, arriv-
ed in New York to-day hearing power to
negotiate with the American Govern-
ment for a sottlement of British war
debts. Formal discussions will probably
not begin before next week.
Unless the discussions discover some
concession on the part of the British
Government which would appear suffici-
ently important to the American people
any agreement would meet opposition
in Congress when up for ratification.
American experts see two possibili-
ties: the first a lump sum payment with
a scaling down of the debt in considera-
tion of commercial advantages to Ameri-
ca, and the second an agreement to post-
pone all payments until after the de-
