TEACHING DIRTY PEOPLE
Fines as a Remedy
"We mean to do our best to make the
city clean and keep it clean, and we
find that prosecutlosn are the only way
to teach dirty people."
In these words -Aldvrmon W. Burton,
chairman of the Health Committee of
the City Council, today prefaced tlio
committee's programme 'for the new
year. , The committee gave most of its
attention at its first meeting for the

tho city.- Alderman Burton said after
wards that vigorous measures wero to
bo taken, arid no quarter would be
given to dirty people. Sending circu
lars to some people was mere waste of
time. Only a fine would teach them.
. The committee decided to ask tho
Board of Works to require flushing cis
terns to be covered. Rats found their
way to these places for water. It is
thought that if these cisterns weie cov
ered a blow would be struck at tho rat
pest in many places.
