Japanese Arms
REVEALED AT GENEVA
"INEQUALITY OF RACES"
LONDON, Saturday.
In a speech lasting an hour before
the League Council, Mr.
Sato, the Japanese delegate, in
referring to Manchuria, said that
Japan was barred everywhere else.
She was not admitted into America,
or into the countries of the southern
seas, and he recalled that Japan had
protested against this inequality of
races when the Assembly first met. If
Japan was ejected from China, what
could she do? That was why she had
to think for herself. In Manchuria she
had invested immense capital. If
Japan as going to be condemned for
aggression, it would be necessary to
condemn other Powers for similar
acts, notably the Soviet's annexation
of parts of Mongolia.
M. Boncour finally appealed to Mr.
Sato to delay the ? expiration of the
ultimatum to enable steps to be taken
for the safety of the International
Settlement.
The British, Italian, and German
delegates associated themselves with
M. Boncour appeal.
It has been arranged that the Assembly
of the League, summoned in
response to China's appeal under Article
15 of the Covenant, will meet on
March 3.
