Japan’s reply to the Chinese Note re
fusing the proposals recently made for
the return of the Shantung are was
sent on Saturday. It urges the Chi-
nese Government to reconsider its re
fusiail! to negotiate in view of the urg
ency of not permitting the question to
drag indefinitely, find appeals to China
to consider the question in the light of
Japan's desire to renew did friendships.,
Few here believe that China will be
willing to accept any offer involving a
recognition of the . Versailles Treaty,
the award of former German rights to
Japan. Chinia has two objects. The
first- is the Government’s' necessity far
