LEIGH SHIRE COUNCIL.
Wednesday, 14th. September.
STATUTORY MEETING.
CR. MILLER ELECTED PRESIDENT.
Present—Grs A. P. Bindley (chairman),
J. Boyle, M. N. Lees, P. J. Gallalian, D.
H. Gibson, J. M. Hamilton, J. McKen
zie. W. Miller and J. Vernon.

The allowance was fixed at A's'2 per an
num. On the motion of Crs McKenzie
jand Hamilton the nomination of (Jr Mil
ler as president was unanimously agreed
to. Ex-president Bingley. in installing
Cr Miller into the presidential chair,
congratulated him upon .receiving the
highest honor the municipality could
confer upon him,- and hoped his. term
would be as pleasant as his own had
been.. Cr Mirier thanked his colleagues
for placing him in such a high and im
portant office. His duties lie would en
deavor to-carry out as creditably and
effectively as his predecessor. He then
moved a vote ot appreciation, to the
retiring president, Mr Bingley. in eulo
gistic ' terms, aiid Cr Bingley. in his
reply, referred to his happy relations
witii his colleagues and the office is.
Cr Lees congratulated the retiring
councillors upon - their unopposed elec
tion. They were three good and true
men who had rendered yeoman service
to the ratepayers. Crs Vernon, Boyle
and Hamilton responded, the .former
narrating some early day reminiscences
associated with municipal life. When lit
looked around the chamber and saw the
photographs of some of his colleagues
of nearly 50 years ago, he could unhesi
tatingly say that they were among the
founders' of municipal government in
this country. He was glad to" have'been
associated with those grand men. on ly
one of whom was alive —Mr C. A. C.
Wilson, their engineer for half a cen
tury. and who was the father of the
council's present engineer. Cr Vernon
caused a laugh to ring mejrily through
the chamber, when he said that he had
on one occasion been president for seven
years ,in succession, and he did not
know how many other times as well.
Correspondence.—Prom Country Roads
Board, stating that the Board is pre
pared to take over the Cressy-Meadows
road as a. developmental .one from its
junction with the Cressy-Rokewood road
to the juncture with the road at the
south-west angle of allotment 58A, par
ish of Yarima in lieu of the Wegnefh
east road.—During the discussion on -the]
letter councillors contended that (lie
Werneth east road had been agreed to
be taken over by the Board, and on the
motion of Crs Gibson and Boyle it was
decided to adhere to that arrangement.
Prom Dr Sandison, Ballarat Hospital
reporting a case of diphtheria at Defeel.
Prom Neil Beaton. Slielford, reporting
an. injury to J. Wilson while employe 1
on the council’s crusher.—Noted. From
Secretary for Lands, notifying -.he

ence.— Cr Lees was appointed on the
mt'jion of Crs McKenzie and Vernon.
Prom Country Roads 80-ul, regarding
the declaration of the’ Cressy-Meadows
road in lieu of the Wemcth road, stating
that the Board cannot see its wav to
vary its decision to take over the road
to the south-western angle of allotment
SSA. parish of Yarima, in lieu of the
Wemeth road; the question of extending
the road beyond tnat point will be a
'matter for future consideration—Re
ceived. Prom Shire of East Loddon,
with 0 circular concerning .provision of
steam rollers by Country Roads Board.
Received. From pioser Settlement office,
intimating that applications for quali
fication certificates under the Discharged
Soldiers’ Settlement Acts must be lodged
before the 31st December of .the present
year.—Referred to the shire’s advisory
committee. Prom Chief Electoral Officet,
informing the council that Constable
Esler, of Bannockburn, bad been. ap
pointed to the office of electoral regis
trar for the Leigh division of the south
western province. Prom GV A. -Gil left,
secretary Shelford Hall committee, ask
ing for particulars regarding allotments
of land on the west side of the build
ing.—Secretary instructed to supply in
formation required.- Prom Robt. B.
Leigo. Mt. Mercer, drawing attention to
the had state nf the road on the north
side of the Wurrock estate.—Engineer
to inspect and report. From Dr Mary
Mitchell, Hokewood. reporting a case of
pulmonary tuberculosis at Rokewood
Junction. From Janies Kins. Tecsdale,
drawing council’s notice to the defective
state of the .guard fence on the east and
west-side of the road in Cleary’s entfino.

Evans. Rekewood, requesting the exten
sion of culverts over the water channel
leadin'; to the Mechanics’ Institute in
order to safely, cany vehicular and
motor traffic.—Referred to engineer for
report. From residents of Doroq. advo
cating the making of the worst' parts
of the boundary (ford 1 ) road leading to
the Doroq railway station, aud promis
ing to donate £B2 towaids the cost cn

£1 _ subscribed.—Cr HaiAilton said that
residents were anxious, that the road be!
pushed on, and that the worst parts he
immediately attended to to make it fit:
for traffic. Not only were the laiul-j
owiiei's willing to provide the necessary
stone for the formation, but they were,
also willing to contribute towards the
cost. He moved that the engineer in
spect and report. Cr Vernon seconded
the motion-which was carried. From M.
A. Rice, Mt. Mercer, pointing out
the bad state of tlie cross road at
Castle wood corner, also- tlie the depth of
the crossing there. He also pointed out
that owing to an overflow of water the
drains in the Dereel lane, between
Cnstlewood gate and Mr Clarke’s land,
needed attention. — to' engineer.
.The shire engineer (Mr C. C. P. Wil
son) reported:—The crushing gong hove
completed the crushing and spreading of
®tlie.‘ maintenance metal on the Shelford-
Rolcewood road and the Bannockburn-
Slielford road, and are now on the Shel
ford-Inverleigh road, and will complete
theire this week, and will then go to the
Lower Western main road. —Apjfrovod.

Western main road. I find on further
investigation that a much larger cul
vert will he required there than T had
thought was. necessary when I last
ported, the extent of country draining
through’ it being much, greater than ’I
was, aware of. In times of heavy rain
the 'present pitched, crossing- does not
nearly carry the water. .The culvpi'f
should; provide a waterwayof - not less
i than 25 ; square. feet.—To be provided for

jpleted the work of gravelling* 12 chains
of Toad on Newman's hill road, and ate

Cr Callaghan asked when the surface
men would be -available to clean out the
drains at Rokewood.—The engineer re
plied that the men would be sent to
ltokewood as soon as, they • finished the
work they were at present engaged upon.
Tils serious spreading of onion grass
in the shire wUs referred to by Cr
Lees, who moved that the Agricultural
Department be written to to ascertain
if there were any effectual remedy for
its eradication. Cr Bingley seconded the
motion, and remarked that onion "’fuss
was already a menace to pastoral lands.
The motion was carried.
Cr Lees revived the question of tele
phonic connection between Shelford and
ltokewood.- and it was resolved to urge
Messrs McGrath and Lister, M’s.II.K.,
to ascertain when it was likely the con
nection would be undertaken.
Mr Stevenson, was ' appointed treasurer
of the council in lieu of Mr Rodda, de
ceased-
