On Tuesday evening Mr. J. N. Birks gave
a lecture on "An important aspect of the
wages question" in the Southwark Hotel,
Southwark. There was a good attendance,
and Mr. R. MenheneO presided. The lecturer
dwelt upon the effects that would follow on the
workers receiving a just wa^e, and contended
that the system whereby a man receiyed no
more than would feed and clothe himself was
unjust. The slave was provided with food
and clothing. Wages was that which a man
could retain after supplying the wants of him
self and family.
I _ The increased interest felt in the silver ques
tion has brought the proceedings of the Bi
metallic _ League into greater prominence.
Mail advices contain full reports of the annual
meeting of the league, held at Manchester on
the 2nd of March. The Times give the follow
ing epitome of the proceedingsThe mayor
(Mr.t leech) presided; and in opening the pro
ceedings said that a great change had coma
over trade in the Manchester Exchange in con«
nection with the silver question. Whereas
formerly no one heard anything about it, now,
in many branches of trade, people almost
seemed to look at the price of silver before feho
priceofyarnor clobh. Undoubtedly great trouble
was caused by constant fluctuation m exchange.
Any body of gentlemen who could secure for
us a steady exchange between gold and silver"
money, and remove a dangerous element of
gambling uncertainty from business life, de
served the gratitude not only of Manchester
and Lancashire, but also the country at large,
Mr. McNeil, the general secretary, read the
annual report, which stated that the object of
the league was to urge upon the British
Government the necessity of co-operating with
other leading nations for the establishment by
international agreement of the free coinage of
gold and silver at suoh fixed ratio as may be
mutually agreed upon. Many events had oc
curred during the last 12 months which led tha
council to beneve that the present conjuncture
was eminently favorable to a settlement of this
question. All that was now wanting wa3 that
the British Government and Parliament should
offer such inducements to the United States,
to the Latin Union, and such other States as
might be deemed desirable, as would enable a
new conference to accomplish the desired
object. By this means alone the evils of a
continued appreciation in the gold standard of
value could be remedied. In addition, a stable
par of exchange would be seoured, the danger
of financial disaster through the relative in
sufficiency of gold as a basis of credit would
be removed, facilities would be afforded to
foreign nations to place their finances on »
sound metallic basis to the advantage of in
ternational trade, and the free flow of trade
instead of being impeded and broken by mo
mentary obstructions would resume its natural
course to the great benefit of industry
throughout the world. The report was
adopted. Absolution was passed as follows r
-"That the interests of the British Empire de
manded the establishment of a stable par of
exchange between gold and silver moneys, and
that it was the duty of Government and Par
liament to secure this object without delay by

and have been elected vice-presidents. Cable

been adopted at a meeting held in London,

occupy a foremost position in money and trada
ircles in the immediate future.
