PACT
Increasing Aid
. Promised
WASHINGTON, June 12 (A.A.P,).
A Russo-Amerlcan agreement, which
had been reached after discussions
with the Soviet Foreign Secretary
(M. Molotov), was signed last night

This followed the signing of the treaty
between Britain and Russia in Lon
don.
A communique Issued by the State
department, in summarising and in
terpreting the provisions of the agree
ment, says: — "The agreement adds
Russia to the growing list of coun
tries which have joined to take prac
tical measures for the creation of a
better world after the war.
"The agreement reaffirms America's
determination to continue the supply
of ever-increasing aid for the Soviets
in the war against the common
enemy. It also provides for such re
ciprocal aid as Russia may be in a
position to supply.
- "But, no matter how great Ame
rica's aid for Russia may be, it will
be small compared with the magnifi
cent contribution of Russia's armed
forces to defeat the common enemy."
Immediate Congressional approval
was voiced on the full understanding
reached by President Roosevelt and
M. Molotov. Even former isolation
ists are swelling the chorus of com
mendation.
Senator Connally, chairman , of the
Senate Foreign Relations Commit
tee, said: — "It is very helpful that
Russia is our gallant partner In this
war, shedding her blood and spend
ing her treasure. I approve of any
practical co-operation with her,"
Secret Flight
The Russian embassy has now
disclosed particulars of the secret
flight by M. Molotov to Washington
in a Soviet bomber. The party, which
numbered 13, arrived four hours
ahead of schedule on April 29, and
was met only by- embassy officials. No
one recognised M. Molotov. Even

. The agreement contains a Iend-
-leasrvjriwfulation similar to. the Anglo-
American -Lend-Lease agreement. It
specifies > that Russia's final repay
ment of lend-lease obligations- to
America shall be arranged so as not
to burden commerce between the two
countries, but to promote . mutually
advantageous economic relations.
Russia and America also will make
joint provision directed toward .the
Improvement of the material founda
tions of liberty and welfare of all
peoples toward , the elimination of all
forms of discriminatory treatment by
International commerce, and gener
ally toward the principles of the At
lantic Charter. It is provided that
these provisions shall be open to par
ticipation by all like-minded coun
tries.
