BUDGET

One of the most consistent designs seen
on the stamps of Paraguay shows the map
of the Republic surrounded by the terri
tories of Bolivia, Argentine and . Brazil.
This stamp shows the new borders of
Paraguay, which resulted in a six-years
war ' (1864-70), undertaken by Francisco
Solano Lopez, who led his troops across
Argentine soil to strike at Brazil. This
reaction resulted In an alliance between

Brazil, and
duced the po
pulation of
P a raguay
from one mil
lion to two
hundred and
eighty thou
sand. The dis
pute over
these bound
aries lasted
for sixty-two
years, until In
1932. the Bra-
zilian Government handed back the
Grand Chaco Territories to Para
guay. The Government of Paraguay
promptly Issued a stamp showing the new
boundaries, underneath the design are
the words "Ha sldo cs y' Sera" (meaning
"Has been, 1b and will be").
