STATE PARLIAMENT.
Session Opens To-morrow.
Government Policy Outlined.
After a long recess the second session of
the twenty-seventh Stale 'Parliament will
bo opened by tiie Governor, the Itarl of

cil, and the swearing in of the eighteen
members who were successful at the recent
elections. Thc official opening will be
marked by the pomp ftud circumstance
ordained by tradition and derided by
modern custom. Later nicml»ers of both
Houses will be entertained by the Speaker
of the Legislative Assembly, Sir John
Mackcy, and Lady Muckey, and by 4.50
p.m. members will shirt on the business
for which they were called together.
Chief interest iu the «j>ccch prepared for
the Governor will be centred in tbe policy
proposed for the immigration scheme and
the incidental development of the vast
ureas of Grown lands in Victoria. Briet
reference will be made to the immigration
scheme, as the Premier will later make a.
more comprehensive statement seating out
the expected quota of immigrants which
Victoria will receive from Great Britain
aud India, and tlie means by which the
scheme is to be financed. Thc methods by
which it B3 proposed to opcr. up the Crown
lands by tbe construction of short railways
in the mallee, the building of developmen
tal roads, and the creation of a water sup
ply system for ihc new districts will be
touched upon. It is proposed to throw
open over 1,000,000 acres in the malice for
closer settlement, and thc expenditure ou

tween £500,000 and £750,000. Apart from
the Grown kinds, the Government will de
clare that it will adopt a vigorous land
policy generally, and the means by which
absentee owners and Hi>ocu!ators are to be
forced to turn idle lands into productive

cial provision which the Government is
prepared to inakc for the extension of edu
cational facilities, principally in providing

Parliament House to-day and to-morrow,
and interest is attached to the gathering
of the Fanners' Union and a section of
M'njKtcrial supporters from country electo-
rate-s, in view of tlie move for a greater
degree of co-operation between these
bodies. Negotiations will l>e continued by
the committees appointed by both parties
to deal with this question, and before 1hc
