Martial Law Declared in
North China
NANKING, November 22 (A.A.P.).
Martial law was declared to-day
throughout North China by Chiang Kai-
shek's Government. The main cities af
fected are Peiping and Tientsin.
This action was taken to off
set the imminent all-out offen
sive by Communist troops.
The main Communist thrust
is exnected to he auainst Tane-
shan coal area and Tientsin,
from which Red forces are
only 30 miles.
Southward around Suchow
Communist pressure is in
creasing, and Government
forces have been unable to re
open the Suchow-Nanking
railway.
Madame's Appeal
. Madame Chiang Kai-shek
to-day urged "immediate and
definite" aid for the Chinese
Government as a matter of
American self-interest, lest the
Communists conquer all Asia,
in an address prepared for de
livery on the American Broad
casting Company's hook'-up

States.
She said : "The present situ
ation in China is indeed grave
ly critical. Let me assure oui
American friends that despite
recent disappointments, the
Generalissimo and I are not
daunted in our determlnatioii
to go on with the righteous
war against;' the Communists
who seek to put our country
behind the Iron Curtain."
She said that any further aid
from America must be imme
diate and definite.
"If Communism prevails in
China you, my friends, will ul
timately also be suffering, for
with China's strategic position,
resources and manpower in
Communist hands, you yourself
will be greatly weakened," she
declared.
"If China fails ail Asia
goes, and certainly Asia's im
portance to world peace is -
not one whit less than that
of Europe.
Tenuous
"I know that there .is a
school of thonvhl. in America
which says China is not neces
sary or important to United
States because you have a foot
hold in Japan.
"I should like to point out
to you that with the vast China
mainland in Communist hands
the exposed islands of Japan
will be but a tenuous foothold
for America.
"This is not ex parte reason
ing. Just ask your military
men in Japan."
She quoted from a recent ar
ticle by the Chinese Com
munist chief, Mao Tse-tung,
and said he "frankly admits
to-day that he is a Communist
from head to foot, and that not
alone the Nationalist Govern
ment of China, but United
States is his principal enemy."

cerning his ultimate objective
if he succeeds in his present
aggression against Nationalist
