Two Views 011 Good
Will in Industry
CANBERRA, Wednesday. — Considered
opinions on the achievement of good will
in industry are expressed in their annual
report by the Chief Judge of the Arbitra
tion Court (Judge Drake-Brockman) and
the Chief Conciliation Commissioner (Mr.
G. Mooney), The opinions are: —
Chief Judge
"I am not able to comment
on the extent to which, if at
all, a promotion of greater
good will in Industry has
been achieved, and I have no
evidence of any change in
the way the operation of the
orders and awards has been
encouraged.
"The power to enforce
awards and orders against
employes still remains in
effectual. There have been
too many instances of the
refusal to accept the deter-
-mlnations of Conciliation
Commissioners made in set
tlement -of claims,"
Chief
Commissioner
"As to the promotion of
good will in industry and the
encouragement of the con
tinued and amicable opera
tion of orders and awards, it
has been the invariable prac
tice of the commissioners to,
in every possible and reason
able way, endeavor by con
ference to get the parties
into agreement. Generally
their endeavors have met
with considerable success.
"The proceedings are con
ducted as informally as pos
sible, and numerous settle
ments have been obtained.
There is little apart from
precept that a Conciliation
Commissioner can do to en
courage the continued and
amicable operation of awards
and orders." t
