Laws Amended
WASHINGTON, Sept. 3.
The United States State
Department altered its
passport regulations yes
terday and gave the right
of appeal to persons
denied passports on
grounds. . of possible sub
versive ' activity.
The new regulations,
effective immediately, fol
lowed criticism by. some
members of Congress, led
by Senator Wayne Morse.

In a series of speeches
and statements, Mr.
Morse had accused the
State Department of de-.
nying passports to per
sons falsely suspected of
Communist connections;
without giving them op
portunity to defend
